The referral fee is between your broker and the other broker. Your friend should not start working with an agent in NJ and then say, "Oh, by the way, my friend wants a referral fee." You should earn your referral fee by contacting agents, interviewing them, and finding a good fit for your friend. Then negotiate the referral fee. It should be in writing, and it should be signed by the agent, the agent's broker, you and your broker. Then there will be no questions at closing.

If you are with a national chain, like RE/MAX, they have referral forms online that you can send to get referral fees.
If not, it's all between you and the other agent. Have your friend send you some agent names/companies and contact several and see if they would be willing to work with you on a referral basis.
